AUSTIN - (April 15, 2015) - Carlos Rubinstein, chairman of the Texas Water Development Board (TWDB), received the Outstanding Public Official award today from the Water Environment Association of Texas (WEAT). The award was presented at the Texas Water 2015 conference in Corpus Christi and recognizes public officials who actively promote sound science in environmental policy and regulations.

According to Julie Nahrgang of WEAT, they presented the award to Rubinstein -in recognition of his extraordinary effort and oversight of the successful rulewriting and implementation- of Texas' financial assistance program for state water plan projects, the State Water Implementation Fund for Texas (SWIFT). "WEAT thanks Chairman Rubinstein for his contributions to securing a sustainable water supply for Texas," said Nahrgang.

Previous winners of the award include Senator Troy Fraser and Representatives Allan Ritter and Bill Callegari.

Rubinstein has served as chairman of the TWDB since September 2013. Prior to his appointment at the TWDB, Rubinstein served as a Commissioner at the Texas Commission on Environmental Quality and in various other roles at that agency, including deputy executive director.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional planning, and preparing the state water plan for the development of the state's water resources. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood control, and agricultural water conservation projects.
