Texas Water Development Board approves $330 million to the City of Dallas (Dallas, Denton, Collin, Ellis, Tarrant, and Kaufman counties) for water and wastewater system improvements

AUSTIN – (May 31, 2017) - The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $330 million, consisting of a $220 million multi-year loan from the Drinking Water State Revolving Fund (DWSRF) and a $110 million multi-year loan from the Clean Water State Revolving Fund (CWSRF), to the City of Dallas (Dallas, Denton, Collin, Ellis, Tarrant, and Kaufman counties). The City will be able to finance water and wastewater system improvements with the assistance approved today.

The City could save approximately $12.3 million over the life of the 2017 portion of the loan commitments by utilizing the Drinking Water and Clean Water State Revolving Funds. Additional savings will occur when the City closes on the other portions of the loans.

The assistance provided by the DWSRF will allow the City to replace 40 miles of water pipeline annually over the next five years. The multi-year commitment from the DWSRF will provide the City with $44 million per year through 2021.

The City will use the multi-year commitment from the CWSRF to finance the design and construction costs associated with replacing 20 miles of wastewater pipeline per year over the next five years. The City will receive $22 million per year through 2021.

The two projects are part of the Dallas Water Utilities' wastewater replacement program and water main replacement program.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional planning, and preparing the state water plan for the development of the state's water resources. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood control, and agricultural water conservation projects.
