Texas Water Development Board approves $44,000,000 to the City of Edinburg (Hidalgo County) for wastewater system improvements

AUSTIN – (November 17, 2022) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $44,000,000 to the City of Edinburg (Hidalgo County), consisting of $43,925,000 in financing and $75,000 in principal forgiveness, from the Clean Water State Revolving Fund (CWSRF). The City will use the assistance for the planning, acquisition, design, and construction of a wastewater system improvement project.

In addition to the loan forgiveness, the City could save approximately $11,000,000 over the life of the loan by using the CWSRF.

With the financial assistance approved today, the City will implement a three-phased project. The first phase will include improvements to its wastewater treatment plant to be able to operate at a higher flow of 13.5 million gallons per day. In phase two of the project, the City will construct a new wastewater treatment plant on the north side of the City's service area. Phase three includes the construction of collection system improvements that will divert existing flow to the new wastewater treatment plant to reduce flows to portions of the collection system with capacity issues. The project also includes developing an emergency preparedness plan.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood control, and agricultural water conservation projects.
