Texas Water Development Board approves $112,335,000 to the Guadalupe-Blanco River Authority (Guadalupe, Comal, Hays, and Caldwell counties) for a regional water supply project

AUSTIN – (July 27, 2022) – The Texas Water Development Board (TWDB) today approved by resolution multi-year financial assistance in the amount of $112,335,000 from the State Water Implementation Fund for Texas (SWIFT)* program to the Guadalupe-Blanco River Authority (Guadalupe, Comal, Hays, and Caldwell counties). The Authority will use the assistance for the planning, acquisition, design, and construction of a regional water supply project.

The Authority could save approximately $7,000,000 over the life of the loan by using the SWIFT program.

With the assistance approved today, the Authority will add seven wells to an existing well field and three nearby wells to produce additional groundwater to serve its participants and those of the Alliance Regional Water Authority. The Authority will also construct new transmission lines to convey treated water from the Lockhart Water Treatment Plant to a new ground storage tank and booster pump station northwest of Lockhart. Additional transmission lines will connect the station to new and existing participants. Additionally, the Authority will increase the water treatment plant’s capacity by 10.3 million gallons per day to 28.6 million gallons per day.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood control, and agricultural water conservation projects.

*The SWIFT program includes two funds, the State Water Implementation Fund for Texas (SWIFT) and the State Water Implementation Revenue Fund for Texas (SWIRFT). Revenue bonds for the program are issued through SWIRFT.
