Texas Water Development Board authorizes $65,000,000 in Flood Mitigation Assistance grants

AUSTIN – (October 5, 2023) – The Texas Water Development Board (TWDB) today authorized execution of grant contracts for $65,000,000 in Flood Mitigation Assistance grants. The grants are funded through the Federal Emergency Management Agency (FEMA) and will be used to mitigate approximately 3,600 structures from flood damages and prevent future losses. Nine applications from Texas communities were approved by FEMA for this assistance.
The TWDB administers FEMA’s Flood Mitigation Assistance grant program for Texas, and FEMA accepts applications for these grants annually.
The nine projects receiving fiscal year 2021 Flood Mitigation Assistance grants include the following:
- City of Athens - $544,092.74 for project scoping
- Jefferson County Drainage District No. 7 - $900,000 for project scoping
- Jefferson County Drainage District No. 6 - $9,885,942.86 for drainage projects
- Jefferson County Drainage District No. 6 - $10,178,196.46 for drainage projects
- Jefferson County Drainage District No. 6 – 3,432,907.50 for drainage projects
- Montgomery County - $12,989,312.69 for acquisition projects
- Orange County - $7,125,313.50 for elevation projects
- City of Houston - $5,122,958.47 for elevation projects
- City of Conroe - $1,358,125.50 for elevation projects
In addition to the FEMA grants funds (or federal funds), communities will contribute approximately $9,950,000 of local funds. FEMA may award additional federal funds due to overruns caused by inflation or increased costs and accounts for those potential increases in the total amount.
The Flood Mitigation Assistance grant program assists communities by providing federal funds for cost-effective measures to reduce or eliminate the long-term risk of flood damage to buildings, manufactured homes, and other structures insurable under the National Flood Insurance Program.

The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
