AUSTIN – (June 6, 2023) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $14,200,000 to the North Alamo Water Supply Corporation (Hidalgo County) from the Economically Distressed Areas Program (EDAP), including

  • $4,400,000, consisting of $1,320,000 in financing and $3,080,000 in grant funding, for the construction of a wastewater system project; and
  • $9,800,000, consisting of $2,940,000 in financing and $6,860,000 in grant funding, for the construction of a separate wastewater system project.

In addition to the loan forgiveness, the Corporation could save approximately $914,000 over the life of the loans by using EDAP.

With the financial assistance approved today, the Corporation will provide first-time sewer service to the unincorporated subdivisions of Cielo Azul No. 5 and Mesquite Subdivision No. 1. The project includes construction of a collection system and a filter press at the wastewater treatment plant. The collection system will consist of one lift station, 5,000 linear feet of gravity sewer lines, and 3,800 linear feet of force mains.

Additionally, the Corporation will provide first-time sewer service to nine other subdivisions in Hidalgo County. This project includes a wastewater collection system and expansion of the existing Donna Regional Wastewater Treatment Plant’s capacity to service the additional connections. The planning, acquisition, and design of the project will be financed through the Clean Water State Revolving Fund, approved by the TWDB in April 2022. The construction will be financed through the EDAP commitment.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood control, and agricultural water conservation projects.
