Texas Water Development Board approves $129,865,712 to the City of Dallas (Dallas County) from the Flood Infrastructure Fund for projects receiving federal grant award matching funds

LUBBOCK – (April 11, 2024) – The Texas Water Development Board (TWDB) today approved financial assistance in the amount of $129,865,712 from the Flood Infrastructure Fund (FIF) to the City of Dallas (Dallas County) for local projects receiving federal grant award matching funds including
- $113,190,000, consisting of $90,090,000 in financing and $23,100,000 in grant funding, for the design and construction of a flood project, and
- $16,675,712, consisting of $14,175,000 in financing and $2,500,712 in grant funding, for the construction of a separate flood project.
In addition to the grant funding, the City could save approximately $67,000,000 over the life of the loans by using the FIF.
With the assistance approved today, the City will address the effects of flooding from the Trinity River by removing a structures that obstructed flow, raising and flattening levees, demolishing old pump stations, renovating pump stations, adding new pump stations, and adding improvements to structural controls in the sump system. The City will also construct new levees that tie into the existing levee system as part of the Dallas Floodway Extension.
The approved project is eligible for FIF funding under category 3, federal award matching funds, of the 2020 Flood Intended Use Plan. This category of funding was designed to leverage federal funding by assisting applicants with the required local match.
Passed by the 86th Texas Legislature and approved by voters through a constitutional amendment in 2019, the FIF was created to provide funding for drainage, flood mitigation, and flood control projects.
The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
