Draft 2024 State Flood Plan Posted for Public Comment

AUSTIN – (May 10, 2024) – The Texas Water Development Board (TWDB) has posted the Draft 2024 State Flood Plan for a public comment period open now through June 17.
The plan provides the first comprehensive statewide assessment of flood risk and brings together the findings of 15 regional flood plans, as well as legislative and floodplain management recommendations, to guide state, regional, and local flood control policy. With a total estimated implementation cost of more than $54.5 billion, the plan presents approximately 4,600 solutions—flood management evaluations, flood mitigation projects, and flood management strategies—recommended by the regional flood planning groups to reduce the risk and impact of flooding.
The Draft 2024 State Flood Plan is the culmination of a first-of-its-kind flood planning effort as envisioned by the Texas Legislature in 2019, which required establishing planning regions and the regional and state flood planning framework and process. It is a product of extensive collaborative work, including over 500 public meetings by 15 watershed-based regional flood planning groups and their volunteer members, sponsors, technical consultants, other stakeholders, and state agencies.
The TWDB Executive Administrator will receive public comments on the Draft 2024 State Flood Plan at a public meeting on May 30 at 10:00 a.m. in Austin at the Stephen F. Austin Building, 1700 North Congress Avenue, Room 170, and via GoToWebinar. The draft plan and additional information about the meeting are posted on the TWDB website. Stakeholders may also submit written comments via an online form.
After reviewing public comments received, the Board will consider adopting the 2024 State Flood Plan later this summer before it is due to the legislature on September 1. Questions regarding the Draft 2024 State Flood Plan may be emailed to statefloodplan@twdb.texas.gov.
The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
