Texas Water Development Board approves $138,000,000 to the Alliance Regional Water Authority (Hays, Caldwell, Guadalupe, Comal, Bexar counties) for water system improvements

AUSTIN – (July 23, 2024) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $138,000,000 from the State Water Implementation Fund for Texas (SWIFT)* program to the Alliance Regional Water Authority (Hays, Caldwell, Guadalupe, Comal, Bexar counties). The Authority will use the assistance to finance the planning, acquisition, design, and construction of a water system improvement project.
The Authority, which includes the cities of San Marcos, Kyle, Buda, and the Canyon Regional Water Authority, could save approximately $20,000,000 over the life of the loan by using the SWIFT program.
To meet projected water demands, the Authority has developed a project to connect the cities to a wellfield and treatment facilities in eastern Caldwell County. With the assistance approved today, the Authority will expand capacity by adding seven new wells, additional treatment capacity at the water treatment plant being developed with the Guadalupe-Blanco River Authority, and a construct a 5-million-gallon ground storage tank. The Authority previously received SWIFT commitments for this project in 2017, 2020, and 2022.
The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
*The SWIFT program includes two funds, the State Water Implementation Fund for Texas (SWIFT) and the State Water Implementation Revenue Fund for Texas (SWIRFT). Revenue bonds for the program are issued through SWIRFT.
