Texas Water Development Board approves $5,723,900 to the City of Breckenridge (Stephens County) for water system improvements

AUSTIN – (August 21, 2025) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $5,723,900 in financial assistance, consisting of $1,720,000 in financing and $4,003,900 in grant funding, to the City of Breckenridge (Stephens County) from the Water Loan Assistance Fund (WLAF) for water system improvements.

With the WLAF financial assistance approved today, the city will replace more than 5,000 feet of water lines, rehabilitate two elevated storage tanks, upsize manways, replace two pump stations, add three new ground storage tanks and two generators, and develop an asset management plan.

The city could save approximately $364,623 over the life of the financing and $4,003,900 in loan forgiveness.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
