Texas Water Development Board approves $41,681,404 to the City of Harlingen (Cameron County) for water and wastewater system improvements

AUSTIN – (August 21, 2025) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $41,681,404 to the City of Harlingen (Cameron County) including

  • $25,116,404 in financial assistance, consisting of $12,560,000 in financing and $12,556,404 in grant funding, from the Economically Distressed Areas Program (EDAP);
  • $8,260,000 in financial assistance, consisting of $2,480,000 in financing and $5,780,000 in grant funding, from the Water Loan Assistance Fund (WLAF); and a second project received WLAF funding with $8,305,000 in financial assistance, consisting of $2,495,000 in financing and $5,810,000 in grant funding.

With the EDAP financial assistance approved today, the city will replace its existing wastewater treatment plant influent lift station, construct a new above-ground 40 million gallons per day headworks, replace existing lift stations and an interceptor, and re-route a force main to a new discharge point.

The city will use the WLAF financial assistance approved today to replace more than 29,000 feet of existing water distribution lines with PVC water lines, upgrade 2,994 feet of 42-inch water line to 48-inch, install three new access manholes and release valves, and replace an existing outfall structure.

The city could save approximately $2,638,004 over the life of the financing and $24,526,404 in grant funding.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
