Texas Water Development Board approves $11,085,000 to the City of Harlingen (Cameron County) for wastewater system improvements

AUSTIN, TEXAS – (November 19, 2025) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $11,085,000 in financing to the City of Harlingen (Cameron County) from the Clean Water State Revolving Fund (CWSRF). The City will use the assistance for the construction of a wastewater system improvements project.
The City could save approximately $3,300,000 over the life of the loan by using the CWSRF.
The City previously received funding from the TWDB for the planning and design phases of this project. With the assistance approved today, the City will replace its existing wastewater treatment plant influent lift station, construct a new above ground 40 million gallons per day headworks, and re-route a force main to a new discharge point.
The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
