Texas Water Development Board approves $70,000,000 to the City of Irving (Dallas County) for a flood mitigation project

AUSTIN, TEXAS – (November 19, 2025) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $70,000,000 to the City of Irving (Dallas County), consisting of $51,250,000 in financing and $18,750,000 in grant funding, from the Flood Infrastructure Fund (FIF). The City will use the assistance for the construction of a flood mitigation project.

In addition to the grant, the City could save approximately $27,000,000 over the life of the loan by using the FIF.

With the assistance approved today, the City will excavate 10,000 feet of concrete channel lining, and construct a reinforced concrete channel bottom lining, modular walls, and cast-in-place concrete channel walls. The City will also replace five concrete box culverts, remove one road crossing, and relocate 12,000 feet of sanitary sewer lines and 700 feet of water lines.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
