Texas Water Development Board approves $11,856,872 to the Upper Leon River Municipal Water District (Comanche County) for water system improvements

AUSTIN – (December 16, 2025) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $11,856,872 to the Upper Leon River Municipal Water District (Comanche County), consisting of $3,610,000 in financing and $8,246,872 in principal forgiveness, from the Drinking Water State Revolving Fund (DWSRF). The District will use the assistance for the planning, design, and construction of a water system improvement project.
In addition to the loan forgiveness, the District could save approximately $1,400,000 over the life of the loan by using the DWSRF.
With the assistance approved today, the District will replace the media in the conventional gravity filters, upgrade multiple components in Clarifier No. 2, construct a new clearwell, install a backup generator, and increase the capacity of the membrane system in its existing water treatment plant. As part of the project, the District also plans to prepare an asset management plan.
The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
