Texas Water Development Board approves $22,711,000 to the City of Paducah (Cottle County) for water system improvements

AUSTIN – (May 8, 2025) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $22,711,000 to the City of Paducah (Cottle County), consisting of $2,275,000 in financing and $20,436,000 in grant funding, from the Rural Water Assistance Fund (RWAF). The City will use the assistance for the planning, design, and construction of a water system improvement project.
In addition to the grant funding, the City could save approximately $760,000 over the life of the loan by using the RWAF.
With the assistance approved today, the City will reduce water loss in its distribution system by replacing approximately 65,500 feet of water lines, including the main transmission line transporting water from its wells to its water treatment facility. The City will also rehabilitate three pumps and ground storage tanks and install a new membrane system, 1,200 gate valves, 150 fire hydrant assemblies, seven generators, and a Supervisory Control and Data Acquisition (SCADA) system.
The funding will be transferred to the RWAF from the Texas Water Fund, which was approved by Texas voters through Proposition 6 on the November 2023 constitutional amendment ballot to authorize a $1 billion appropriation to fund water infrastructure upgrades, innovative water supply projects, and a statewide water public awareness program. The fund allows the TWDB to provide funding through certain existing TWDB financial assistance programs, including the RWAF.
The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
