Texas Water Development Board approves $475,000 to the Penelope Water Supply Corporation (Hill County) for water system improvements

AUSTIN – (May 8, 2025) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $475,000 in grant funding to the Penelope Water Supply Corporation (Hill County) from the Rural Water Assistance Fund (RWAF). The Corporation will use the assistance for the planning, design, and construction of a water system improvement project.
With the assistance approved today, the Corporation will reduce water loss in its distribution system by replacing 6,700 feet of water lines and 25 gate valves.
The funding will be transferred to the RWAF from the Texas Water Fund, which was approved by Texas voters through Proposition 6 on the November 2023 constitutional amendment ballot to authorize a $1 billion appropriation to fund water infrastructure upgrades, innovative water supply projects, and a statewide water public awareness program. The fund allows the TWDB to provide funding through certain existing TWDB financial assistance programs, including the RWAF.
The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
