Texas Water Development Board approves $11,771,569 to the Stephens Regional Special Utility District (Stephens County) for water system improvements

AUSTIN – (June 25, 2025) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $11,771,569 to the Stephens Regional Special Utility District (Stephens County), consisting of $3,585,000 in financing and $8,186,569 in principal forgiveness, from the Drinking Water State Revolving Fund (DWSRF). The District will use the assistance for the planning, design, and construction of a water system improvement project.

In addition to the loan forgiveness, the District could save approximately $1,900,000 over the life of the loan by using the DWSRF.

With the assistance approved today, the District will replace approximately 26,000 feet of existing undersized water lines and will loop dead-end water lines to meet design criteria, maintain minimum pressures, and help reduce water loss. The District will also replace approximately 1,500 manual read meters with an automated meter reading system and make improvements to its water treatment plant equipment to sustain intended operational capacity. The District will also develop an asset management plan.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
