Texas Water Development Board approves $17,334,120 to the City of San Marcos (Hays County) for wastewater system improvements

AUSTIN – (January 22, 2026) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $17,334,120 to the City of San Marcos (Hays County), consisting of $11,945,000 in financing and $5,389,120 in principal forgiveness from the Clean Water State Revolving Fund (CWSRF). The City will use the assistance for construction of a wastewater system improvement project.
The City could save approximately $3,400,000 over the life of the loan by using the CWSRF, in addition to the principal forgiveness.
With the assistance approved today, the City will construct a 6.5 million-gallon-per-day lift station on Highway 80 to serve the Hemphill Creek wastewater basin. The City also proposes to construct approximately 11,600 feet of 18-inch force main to transport wastewater from the new lift station to the City’s wastewater treatment plant, and 11,700 feet of a 24-inch reclaimed water main—which will be installed parallel to the wastewater force main with a connection to the reuse water pump station at the City’s wastewater treatment plant. The City also plans to decommission the existing lift stations.
The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
