Texas Water Development Board approves $59,000,000 to the City of Austin (Hays, Travis, and Williamson counties) for wastewater system improvements

AUSTIN – (February 19, 2026) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $59,000,000 to the City of Austin (Hays, Travis, and Williamson counties) from the Clean Water State Revolving Fund (CWSRF). The City will use the assistance for the construction of a wastewater system improvements project.
The City could save approximately $21,000,000 over the life of the loan by using the CWSRF.
The City will upgrade the Walnut Creek wastewater treatment plant, including replacement of primary pumps, rehabilitation of basins, a new storage and feed facility, and a 120-inch Parshall flume. The City will also add new 30-million-gallon-per-day (MGD) tertiary filters and expand the existing non-potable water system by installing a new pump, site piping, and a 500,000-gallon elevated storage tank. The City plans to decommission the existing raw wastewater pumping system and make site improvements and add yard piping. The separately funded expansion work includes expanding the plant capacity to 100 MGD, construction of 7,000 feet of flood wall, 1,600 feet of siphon pipes, a wet weather treatment unit, and the addition of cloth disk and cloth media filters as well as a Supervisory Control and Data Acquisition system.
The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
