Texas Water Development Board approves $9,953,847 to the City of Cotulla (La Salle County) for wastewater system improvements

AUSTIN – (February 19, 2026) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $9,953,847 to the City of Cotulla (La Salle County), consisting of $1,505,000 in financing and $8,448,847 in principal forgiveness from the Clean Water State Revolving Fund (CWSRF). The City will use the assistance for the planning, design, and construction of a wastewater system improvements project.

The City could save approximately $609,000 over the life of the loan by using the CWSRF, in addition to the principal forgiveness.

With the assistance approved today, the City will construct a lift station, an influent pump station, bar screen and grinder, a bar screen control panel, and five sludge drying beds at the wastewater treatment plant. The City will also make improvements to a secondary clarifier, rehabilitate six sludge drying beds, and redirect influent sewer lines to an upstream wet well. 

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
