Texas Water Development Board approves $3,001,775 to the New Horizons Ranch and Center, Inc. (Mills County) for water system improvements

AUSTIN – (February 19, 2026) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $3,001,775 in principal forgiveness from the Drinking Water State Revolving Fund (DWSRF) Emerging Contaminants Program to the New Horizons Ranch and Center, Inc. (Mills County). The Corporation will use the assistance for the planning, design, and construction of a water system improvements project.

With the assistance approved today, the Corporation will connect to the City of Goldthwaite water system. The proposed improvements include new high-service pumps, 43,000 feet of new 2- to 6-inch water distribution lines, upgraded pumps at the City’s pump station, and additional membranes at the City’s water treatment plant. The Corporation also will replace 5,000 feet of water distribution lines, rehabilitate a 60,000-gallon ground storage tank, upgrade the electrical and chemical feed systems, and electrical improvements. The Corporation plans to decommission its existing treatment plant and use local funds to replace the 1,000-gallon pressure tank.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
