Texas Water Development Board approves $16,102,813 to the City of Pearsall (Frio County) for wastewater system improvements

AUSTIN – (February 19, 2026) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $16,102,813 to the City of Pearsall (Frio County) consisting of $12,245,000 in financing and $3,857,813 in principal forgiveness from the Clean Water State Revolving Fund (CWSRF). The City will use the assistance for planning, acquisition, design, and construction of a wastewater system improvements project.
The City could save approximately $5,900,000 over the life of the loan by using the CWSRF, in addition to the principal forgiveness.
With the assistance approved today, the City will install new bar screens, variable frequency drives, and replacement of flowmeters and Supervisory Control and Data Acquisition system. The City also will construct two new lift stations, 15,000 feet of 8-inch sewer lines, 1,000 feet of 4-inch force main line, generators, and manholes. The City will decommission the septic tanks in a newly annexed area north of its service area when the residents are added to the collection system. The City also plans to develop an asset management plan.
The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
