Texas Water Development Board approves $15,005,492 to the City of Roma (Starr County) for water system improvements

AUSTIN – (February 19, 2026) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $15,005,492 to the City of Roma (Starr County), consisting of $5,430,000 in financing and $9,575,492 in principal forgiveness from the Drinking Water State Revolving Fund (DWSRF). The City will use the assistance for the planning, design, and construction of a water system improvements project.
In addition to the principal forgiveness, the City could save approximately $2,900,000 over the life of the loan by using the DWSRF.
With the assistance approved today, the City will rehabilitate its 5.15-million-gallon-per-day water treatment plant. The project includes rehabilitation of the raw water pump station, pretreatment and media filter systems, and high service pump station. In addition, the City will construct new chemical feed, clearwell, pumping facilities, and a waste line to the City’s collection system. The City will also upgrade instrumentation and controls, and develop an asset management plan.
The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
