Texas Water Development Board approves $31,040,000 to the Agua Special Utility District (Hidalgo County) for water system improvements

AUSTIN – (March 31, 2026) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $31,040,000 to the Agua Special Utility District (Hidalgo County), consisting of $21,040,000 in financing and $10,000,000 in principal forgiveness from the Drinking Water State Revolving Fund (DWSRF). The District will use the assistance for the construction of water system improvements.
In addition to the principal forgiveness, the District could save approximately $7,500,000 over the life of the loan by using the DWSRF.
With the assistance approved today, the District will construct a new surface water treatment plant that will have an initial treatment capacity of 5.0 million gallons per day and the potential for future expansion to 10.0 million gallons per day as demand increases. The project includes construction of treatment infrastructure, site development, and associated components necessary to support the initial and future phases of operation.
The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
