Texas Water Development Board approves $5,823,069 to the City of Mount Vernon (Franklin County) for wastewater system improvements

AUSTIN – (March 31, 2026) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $5,823,069 to the City of Mount Vernon (Franklin County), consisting of $5,445,000 in financing and $378,069 in principal forgiveness from the Clean Water State Revolving Fund (CWSRF). The City will use the assistance for the construction of wastewater system improvements.
In addition to the principal forgiveness, the City could save approximately $2,000,000 over the life of the loan by using the CWSRF.
With the assistance approved today, the City proposes replacing aerators and sludge pumps, potable water feeds to the influent screens, grit removal system, chlorine contact chamber, and clarifiers with a new non‑potable water system. The project also includes construction of a final clarifier, sludge digester, tertiary filtration equipment, a new non‑potable pump skid at the chlorine contact chamber, and yard piping. For collection system improvements, the City proposes replacing approximately 8,260 feet of sewer pipeline and manholes.
The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
