Texas Water Development Board approves $3,168,285 to the City of Whitewright (Grayson and Fannin counties) for water system improvements

AUSTIN – (March 31, 2026) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $3,168,285 to the City of Whitewright (Grayson and Fannin counties), consisting of $965,000 in financing and $2,203,285 in principal forgiveness from the Drinking Water State Revolving Fund (DWSRF). The City will use the assistance for the planning, design, and construction of water system improvements.

In addition to the principal forgiveness, the City could save approximately $413,000 over the life of the loan by using the DWSRF.

With the assistance approved today, the City will complete construction of approximately 30,000 linear feet of water lines, a new 230,000 gallons-per-minute production water well, a new 200,000-gallon ground storage tank, a new high service pump station, as well as a supervisory control and data acquisition (SCADA) system, disinfection, and electrical components, and improvements to the three existing elevated storage tanks. The City will also add a new backup generator, electrical, and SCADA modifications to an existing water well site.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
